- The tenement is the hub. Almost everything — obligations, commitments,
permits, submissions, applications, risks, evidence, decisions — is scoped to a
specific
Tenement. Start from the licence, not the project. - Required, eligible actual, forecast, shortfall and exemption are five
different numbers. They live on
ExpenditureObligationand answer different questions;shortfall = required − eligible actual − exemption − carry-forward. TheEligibleExpenditureline items are the audit trail beneath them. - A commitment is measured against actuals, not asserted.
