Rules of Thumb

  • The tenement is the hub. Almost everything — obligations, commitments, permits, submissions, applications, risks, evidence, decisions — is scoped to a specific Tenement. Start from the licence, not the project.
  • Required, eligible actual, forecast, shortfall and exemption are five different numbers. They live on ExpenditureObligation and answer different questions; shortfall = required − eligible actual − exemption − carry-forward. The EligibleExpenditure line items are the audit trail beneath them.
  • A commitment is measured against actuals, not asserted. WorkProgrammeCommitment stores committed and actual quantity/expenditure and a computed variance. WPC-Y3-DRILL at −1450 m is why the year is AtRisk.
  • A submission is only as good as its requirements. SubmissionRequirement line items carry the Pass/Warning/Fail validation; a single Warning (the apportionment query) is what put SUB-AR-Y2 into QueryRaised.
  • An at-risk obligation drives an application. The realistic path is shortfall → risk → decision → variation + exemption, and the demo takes it: EXPO-Y3CR-01DEC-EL-02EXM-01.
  • Evidence is linked to obligations explicitly. ObligationEvidence says whether an EvidenceItem Supports, Completes, is Partial to or even Contradicts a StatutoryObligation — a MET claim with no evidence link behind it is incomplete.
  • The snapshot is a stored roll-up, not a live calculation. ComplianceSnapshot counts and the coverage percent are seeded values; in Phase 2 the business rules compute them. Read the rows beneath before trusting the totals.
